Director Environment Engineering

Location:

Irvine, CA, US, 92618

Employment Type: Salaried
Work Arrangement: Hybrid

Position Summary:

The Director, Oracle Cloud Platform & Database Services is a senior global technology leadership role accountable for the governance, security, operational integrity, and strategic evolution of the organization's Oracle Fusion Cloud SaaS and PaaS ecosystem, enterprise database platforms, and integration infrastructure. This role owns the full lifecycle of Oracle Cloud environments — spanning user security and identity management, role-based access governance, environment strategy, patch and release management, Oracle Integration Cloud (OIC) and Oracle Cloud Infrastructure (OCI) platform operations, and enterprise database platform engineering.
Sitting at the intersection of security governance, platform engineering, database operations, and enterprise IT strategy, this role ensures that Oracle Cloud SaaS and PaaS environments are secure, performant, compliant, and tightly aligned to business objectives across global markets. The role leads engineering teams, manages multimillion-dollar technology budgets, and serves as the primary platform owner and escalation authority for all Oracle Cloud operational matters. The ideal candidate is a global technology executive with deep Oracle Cloud expertise (OCI, Fusion ERP, OIC), proven SOX/SoD governance leadership, enterprise-scale database operations experience, and the organizational maturity to manage complex, mission-critical platforms across international business units.

Major Duties and Responsibilities:

  • Govern Oracle Fusion Cloud security across SaaS (ERP, SCM, HCM, EPM) and PaaS, including user provisioning/de‑provisioning, access certifications, periodic access reviews, and RBAC lifecycle management.
  • Architect and operate enterprise IAM using Oracle IDCS, Entra ID (Azure AD), and Okta to deliver secure SSO, MFA, and least‑privilege access across Oracle Cloud platforms.
  • Own Oracle Fusion role architecture end‑to‑end, maintaining the enterprise catalog of abstract, job, duty, and data roles; lead role rationalization and proactive access risk remediation.
  • Manage segregation of duties (SoD) controls and SOX-aligned access audits, partnering with Internal Audit, Compliance, and external auditors to deliver control narratives, evidence, and remediation.
  • Lead Oracle Cloud environment strategy and governance across Dev, Test/UAT, and Production, including provisioning, decommissioning, data masking, DR/HA, and multi‑year environment roadmaps.
  • Own Oracle Fusion quarterly patching and major upgrade programs, chairing cross‑functional review boards, coordinating testing, enforcing ITIL change controls, and minimizing business disruption.
  • Direct Oracle Integration Cloud (OIC) and OCI platform operations, observability, DevOps automation, and SLA enforcement using enterprise monitoring and infrastructure‑as‑code practices.
  • Manage platform teams and vendors, ensure secure system operations, maintain accurate documentation, communicate platform changes to stakeholders, and align Oracle Cloud capabilities to business priorities.

Education and Experience:

  • Bachelor's degree in Computer Science, Information Systems, Engineering, or a related technical field
  • Required; Master's degree (MBA, MS-IT) or advanced technical degree preferred.
  • 15+ years of progressive global IT experience, with a minimum of 10 years in Oracle  platform leadership spanning Oracle Fusion ERP, OCI, OIC, and enterprise database platforms.
  • 7+ years of direct people leadership and vendor/partner management experience in a Director or Sr. Director capacity, including management of global engineering teams of across multiple regions.
  • Demonstrated experience owning Oracle Cloud SaaS/PaaS security architecture, including IDCS/OCI IAM, Entra ID, Okta integration, SSO/MFA governance, and enterprise SoD audit programs at scale.
  • Proven experience designing and implementing Oracle Fusion Cloud RBAC models and leading SOX/SoD compliance programs with direct ownership of IT General Controls (ITGCs).
  • Demonstrated ability to manage multimillion-dollar OPEX and CAPEX technology budgets ($3M–$5M+) across global operations.
  • Hands-on experience leading Oracle Cloud quarterly patch management cycles and large-scale Oracle ERP upgrade programs (Oracle EBS R12 or Oracle Fusion major release upgrades) at global scope.
  • Proven experience managing enterprise database platforms at scale — Oracle DB, Oracle ATP, Oracle ADW, SQL Server, MongoDB — including high-availability architecture and disaster recovery.
  • Hands-on experience with Oracle Integration Cloud (OIC) including integration design oversight, monitoring, incident management, and OCI tenancy operations.
  • Experience operating Oracle Cloud environments in SOX-compliant, regulated environments with direct accountability for ITGCs and audit evidence production.
  • Experience in Consumer Packaged Goods (CPG), food manufacturing, nutrition, or similarly regulated global industries is strongly preferred.

Knowledge and Skills:

  • Oracle Cloud & Platform Expertise
  • Deep understanding of Oracle Fusion Cloud security architecture: Abstract Roles, Job Roles, Duty Roles, Data Roles, and IDCS/OCI IAM integration.
  • Proficiency in enterprise IAM platforms: Oracle IDCS, Microsoft Entra ID (Azure AD), Okta — including SSO federation, SCIM provisioning, and conditional access policies.
  • Strong command of Oracle Integration Cloud (OIC) — REST/SOAP adapter configuration, monitoring dashboards, error recovery procedures, and OIC design governance.
  • Proficiency in OCI console operations: tenancy management, compartments, identity policies, autonomous database (ATP/ADW) administration, and relevant PaaS service configurations.
  • Deep expertise in Oracle enterprise database platforms: Oracle DB 19c+, Oracle ATP, Oracle ADW, Oracle OEM, and complementary platforms including SQL Server and MongoDB.
  • Knowledge of Oracle Cloud release management practices, Oracle My Services portal, and Oracle Customer Success engagement and SR escalation models.
  • Governance, Compliance & Leadership
  • Thorough understanding of IT governance frameworks (ITIL, COBIT) and change management processes for enterprise cloud platform operations.
  • Demonstrated ability to manage SOX compliance programs, SoD remediation, and ITGC ownership in Oracle Cloud environments at enterprise scale.
  • Ability to interface credibly with C-suite executives, business process owners, Internal Audit, and external auditors on platform risk, compliance, and strategic direction.
  • Proven financial management capability — budgeting, forecasting, OPEX/CAPEX planning, and vendor contract management for global technology operations.
  • Strong project and program leadership — capable of driving concurrent workstreams (patch cycles, audit readiness, platform upgrades, database migrations) with competing priorities across global teams.
    Integration, Automation & Monitoring
  • Experience with enterprise integration platforms and middleware: Oracle OIC, Google Apigee / ApigeeX, Confluent Kafka, REST/SOAP APIs, and ETL pipelines.
  • Enterprise monitoring and observability tools: Dynatrace, AppDynamics, Splunk, SQL Sentry, Oracle Cloud Guard, and Oracle Enterprise Manager (OEM).
  • DevOps and automation tooling: Ansible, GitHub/Copilot, CI/CD pipelines, Oracle Resource Manager, and infrastructure-as-code practices for cloud platform operations.
  • Cloud platform breadth: Oracle Cloud Infrastructure (OCI), Microsoft Azure, Google Cloud Platform (GCP) — with primary depth in OCI.

Preferred Qualifications:

  • Certifications preferred: Oracle Cloud Infrastructure (OCI) Architect, Oracle Applications System Administrator / Technology Administrator, CISSP, CISA, ITIL Foundation, or equivalent.
  • Experience with legacy Oracle ERP platforms (Oracle E-Business Suite R12 / JD Edwards 9.x) and modernization/migration governance to Oracle Fusion Cloud.
  • Familiarity with Agile/Hybrid delivery models for ERP and platform transformation programs.
  • Emerging technology awareness: OCI Generative AI services, Oracle Autonomous Database roadmap, Visual Builder Cloud Service (VBCS), and Oracle Digital Assistant.
