Plant Technical Manager



Location: Chambersburg

Position Summary:

This role is part of the plant leadership team responsible for setting and executing the overall strategy of the plant.  This position will be responsible providing oversight to and managing all the technical functions at the Chambersburg plant, including:  New Initiatives, Process Engineering, Capital Project Management, Maintenance, Facilities and Utilities systems at the site. 

Major Duties and Responsibilities:

  • Lead and develop plant facilities and processing engineering, maintenance and waste water team including objective setting, development planning, coaching and feedback.
  • Initiate and structure the plant maintenance program based on best practices in the food industry, with an emphasis on planning/scheduling and preventive/predictive maintenance.  Remain up-to-date on technology related to plant operation.
  • Develop and implement site strategy for plant assets, infrastructure and utilities.  Accountability for utilities systems (gas, electric, water) and ensuring a good CI program is implemented to continue to drive improvements and value to the business.
  •  Evaluate, develop and execute engineering projects for the facility; prioritize plant needs, develop and oversee implementation of Capital Plan; originate Requests for Expenditure, develop project schedules and work teams; write contracts, coordinate project activities, control project funds, and implement CQV (Commissioning, Qualification and Verification)
  •  Act as a member of the leadership team, providing technical expertise and opinion to drive production, quality, safety and customer focus. Develop and track Key performance indicators for area of responsibility. Develop yearly objectives and action plan to meet goals for improved production efficiencies.
  • Supervise, coordinate, evaluate changes and act as SME within facility relating to troubleshooting equipment, machinery, line improvements, etc.  Recommend equipment/processing system modifications and/or replacement as needed to improve plant performance.
  • Examines equipment, processes, operations, to determine efficiency or quality revisions, and suggests improvements. Evaluates internal controls and makes recommendations for improvement.
  • Manages the capital budget and develops the technical talent in the group.  Evaluates vendor and supplier proposals for new equipment purchases.
  • Oversees the development, evaluation or review of plans and criteria for a variety of activities such as downtime reduction projects, change analysis and procedure development.
  • Responsible for assuring compliance with all Food Safety policies, procedures and regulatory criterion including the current SQF code, Good Manufacturing Practices, and the Food Safety Modernization Act (FSMA) and associated Preventive Controls.

Education and Experience:

  • BS Degree in Mechanical, Electrical or Chemical Engineering or equivalent experience.
  • 8-10 years of experience in the Manufacturing Process industry dealing with project work, preventative maintenance administration, maintenance workforce management, budget responsibility, federal regulations and requirements and project proposal and justification.
  • 5+ years’ experience in a TPM-LEAN / World Class Manufacturing (WCM) environment.

Knowledge and Skills:

  • Must be able to effectively interface and collaborate with different levels of management and other departments to plan, schedule work and communicate and influence across all levels of the organization
  • Ability to interact with associates on the shop floor and being able to develop and mentor talent across the organization.
  • Excellent project management skills and structured approach to resolving problems
  • Familiar with Lean and Continuous Improvements and Methodologies
  • Requires advanced technical and working knowledge of computerized maintenance programs such as SAP-PM or JDE-EAM, PLCs, photo sensors, and automation technology.
  • Ability to develop and manage budgets with a keen eye on driving best value for the company
  • Good working knowledge of ammonia systems and PSM programs.
  • Knowledge of regulatory codes and standards such as GMP (Good Manufacturing Practices), OSHA (Occupational Safety and Health Act), and NEC (National Electric Code), and NFPA (National Fire Protection Act).
  • Ability to read, write, analyze and interpret product specifications, production schedules, quality documentation, and other process/ performance documentation in English.
  • Flexibility in work schedule hours to overlap with all three shifts as needed for direct management of the department.
